EMERGENCY RELIEF
Sunderban Flooding
Project Title
Report on the damages caused by the high tide on 18th September, 2005 in the Sunderbans, West Bengal, India.
A large tidal wave on the full moon day on 18th September 2005 caused widespread damages and destruction in Sunderban, 24 Parganas (South), West Bengal. The tidal wave of height varying between 6' - 15' lashed the estuarine as well as some coastal belts affecting thousands of families.
This report is restricted to 4 blocks in South 24 Parganas, which are also the operational area of Halder Chetna Welfare Society and local youth groups. All the affected areas are on islands making immediate emergency response and other interventions difficult. On hearing the news of the destructive tidal wave, Hope responded with the assistance of its staff, volunteers, other civil society organizations, local panchayats who were mainly engaged in evacuating the affected families and mobilising local people to stop further breaches and emergency measures to protect other weal embankments. Since it was a sunday, government offices like BDO were shut and government response was inadequate and remained so till 48 hours after the first tidal waves breached the embankments.
This report is based on a Rapid damage Assessment conducted by Hope Kolkata Foundation and MJCC in collaboration with local volunteers, leaders, school teachers, SHG members and local panchayats. the report is limited by the fact that it was collected when the flood havoc caused by the tidal wave was going on and people were still being evacuated from low lying areas to higher places.
Achievements
The Halder Chetna Welfare Society staff and local volunteers through their own effort, saved a number of weak embankments which were about to be breached and tried to prevent the strong current flow in the existing breaches through use of sand bags, wood & bamboo piles. However, the bigger breaches were uncontrollable and water kept flowing in. New areas were stopped from getting inundated because of the efforts of INSS, local volunteers and local people.
